The City Code of Colonial Heights requires all persons selling food from a wheeled vehicle that is readily moveable, including but not limited to trailers, trucks, and vans; and is licensed by the Department of Motor vehicles and has a valid permit from the Environmental Health Division of the Virginia Department of Health.
