It is only affecting one cycle, which is about half of the City. The City bills in two cycles, Cycle 1 in even months and Cycle 2 in odd months. Cycle 2 has printed fine. Cycle 1 has encountered problems in both October and now in December.
In August, the City implemented a new utility billing system, MUNIS. MUNIS was extensively tested and the calculations of the bills and the data converted from the old system are operating well. MUNIS uses a separate printing application, ReadyForms, which takes the data calculated by MUNIS, puts it into the bill format, and prints it.
Customers will receive a bill as soon as they can be printed and mailed. The due date will remain December 28 on the bill, because the bills have already been calculated by the system. The bills will not actually be due until a later date, which we will set once we know when the bills will be mailed. In the meantime, the City is not doing cut-offs or penalties due to COVID-19, so no customer should be adversely affected, other than paying later than normal.
Yes. If you call the utility billing office at 804-520-9288, we can give you the amount of your bill. Payment options include online by card (no fee), mail, drop box at City Hall, or in-person, although we strongly recommend the first three to protect both our customers and our staff in light of the pandemic. Understand that phone traffic is high and we only have 1-2 people in the utility billing office to answer calls, so we appreciate your patience.
The problem in October occurred at the same part of the process, but these issues were fixed. There is something else causing the problem this time.
The City’s Financial Systems Analyst has been working with the MUNIS Support Team since we reported the problem on November 23 as a Critical case. Unfortunately, this is an issue in the communication between the two applications, and although both are owned by the same company, there are two different support teams that have to work on the issue. It makes for a much more complicated resolution.
Effective March 14, 2018, the City of Colonial Heights no longer requires a city decal. Residents must still register their vehicles with the Commissioner of the Revenue and pay a registration fee based on the weight of the vehicle.

It shall be the duty of all owners of any vacant developed or undeveloped property situated within the City at all times to cut and remove from the land or premises so occupied or owned all grass, weeds, or other foreign growth that may be detrimental to the health, comfort or general welfare of other residents of the City or which exceeds 12 inches in height.

In accordance with City Code Section 244-6, Whenever there exists upon any property in the City any trash, garbage not collected by the City, refuse, rubbish, litter and other substances which might endanger the health, comfort or general welfare of other residents of the City, the owner of the property shall forthwith remove, or cause to be removed, such materials or substances. In accordance with City Code Section 244-11.4 (A), Except as provided herein, no person who owns or is in possession of, in charge of or in control of any property shall store, deposit, scatter or keep on the premises in any residential area any of the following: lumber, scrap metal, construction materials, machinery components, equipment, appliances, furniture not designed and intended for exterior use, or any similar object which is not clearly intended for outdoor use on the premises.
Trash and recycling bins must be behind the front plane of a residence except for scheduled pick-up from 12:00 noon the day before collection, through 7:00pm the day after collection.

No. On March 13, 2018, City Council voted to repeal the City Ordinance requiring the display of a City Vehicle License Decal. Citizens are still required to register any newly acquired vehicles with the Commissioner of the Revenue within 30 days of acquiring them. Vehicles no longer owned should also be reported.
The Commissioner of Revenue's Office administers programs offering real estate tax relief for the elderly and permanently disabled. An application must be filed with the commissioner's office each year by March 31.
Insurance companies/citizens will be charged according to the type of service received and the distance of transport to the hospital. Charges will be billed to the patient’s health insurance provider, Medicare or Medicaid. Patients without health-care coverage will be billed directly. If an ambulance responds, but the patient is not transported, there will be no charge.
Citizens who disclose financial hardships will be billed accordingly, using an “ability-to-pay” scale.
All citizens will be encouraged to subscribe to Fare Care, a yearly subscription plan designed to help pay emergency medical transport expenses not covered by their health care provider, Medicaid or Medicare.
Fare Care subscribers will not receive a bill for emergency ambulance transportation. Their expenses are covered under their yearly subscription fee. Patients who do not subscribe to Fare Care will be responsible for any amounts due.
Open burning is regulated by the Fire Code, Department of Forestry, and Department of Environmental Quality. Any open burning larger than 3’ foot in diameter and 2’ foot in height would require an open burning permit and approval from the Fire Marshal’s Office. Only normal combustible materials can be burned, i.e. wood or paper. No trash, household waste, plastics, petroleum products, etc. are allowed to be burned. Recreation fires, less than 3’ foot x 2’ foot, shall be 25’ foot from the structure or property line. Burning in an approved barrel shall be 15’ foot from a structure or property line. A structure includes residence, garages, shed, or outbuildings.
All open burning is prohibited during area burn bans or when weather conditions makes it hazardous.
All fires shall be completely extinguished prior to leaving it unattended.
Recreational fires or camp fires are permitted in Colonial Heights as long as they are 3’ foot or less in diameter and less than 2’ foot in height. Open burning in an approved barrel, as long as the fire is 15’ foot from any structure or property line.
Portable outdoor fireplaces are only allowed at one or two family residence and shall be used in accordance with manufacturer’s instructions.
For commercial developments, a Plan of Development is required if over 10,000 square feet of land is disturbed.

City drainage maintenance is limited to flood control and prevention. As such, City drainage maintenance is restricted to removing major obstructions from drainage areas, basin cleaning and shoulder maintenance. Most drainage areas (creeks, easements, etc) are located on private property and are owned by the adjoining home or property owner. As a result, vegetation, erosion control, and removing obstructions are the responsibility of the individual property owner.
The City is responsible for the trimming/pruning and removal of dead trees located in City right-of-ways. The City Code, Chapter 262: TREES (section 262-3) states: It shall be unlawful for any private individual, contractor or firm to trim, cut or remove any tree which is within the public right-of-way, or the trunk of which is within the right-of-way, without first having obtained a permit from the City Manager.

The City is responsible for repairing sidewalks, curbs and gutters located in the public right of way. After receiving a report of damage, a supervisor will inspect the area and place the damaged location on a priority schedule. Due to limited funding, we are only able to repair a limited number of sites every year. Repairs are prioritized by a number of important factors, including the extent of damage and the site's proximity to schools, churches, and other public buildings. Of course, especially hazardous sites are repaired immediately. If you would like to know where your request is on the schedule, please call the number listed above. If you believe the damage is due to a City owned tree, please be sure to notify us. If tree roots are causing the damage, the City's Tree Inspector will first assess the situation to determine a course of action (root pruning, removal, etc.). Because the City takes great pride in its trees, the tree in question will not be automatically removed. Each situation must be evaluated individually to determine the best approach.

PLEASE NOTE: The City does not maintain the overhead street lights. The City will report an outage of a street light to Dominion VA Power as a courtesy to citizens that report the outage to the City. Individuals wishing to participate in Work Release must have a sentence of 12 months or less and have verifiable employment or be currently enrolled as a full time student. Participants are subject to random drug and/or alcohol screening and must meet all required rules set forth by Riverside Regional Jail policy.
Individuals wishing to serve their sentence on weekends must have received a sentence of 60 days or less. If you were convicted of a felony, you are NOT eligible for weekends.
