Jennifer N. Carpenter

Jennifer N. Carpenter was appointed as the first Director of Human Resources for the City of Colonial Heights on July 2, 2001. Ms. Carpenter’s career in local government human resources spans more than 16 years. Before coming to the City, she was employed by Riverside Regional Jail in Prince George County and the City of Hopewell.

Ms. Carpenter is a graduate of Richard Bland College and holds a Bachelor’s Degree in Psychology from Virginia Commonwealth University. She has completed several professional development studies including the LEAD (Leading, Educating, and Developing) program at the University of Virginia. Ms. Carpenter is also an active member of the International Personnel Management Association (IPMA) and the Society for Human Resources Management (SHRM).
