Sealed Proposals, subject to the specifications and conditions herein and attached hereto, will be received in the City of Colonial Heights VA Finance/Purchasing Department, 201 James Avenue 2nd floor, Colonial Heights VA 23834, until but not later than 2:00 PM EDT, Friday July 13 2018, for qualified and interested firms, to submit qualifications, for provision of software, implementation services, data conversion, training and maintenance for a comprehensive financial management system ("ERP") to support financial and administrative functions for the City.
The purpose of this Request for Proposal is to procure a comprehensive municipal ERP system ,from an established vendor that will support the following functions: General Ledger, Purchasing, Accounts Payable, Personal Property, Real Estate, Payroll & Human Resources, Budgeting, Fixed Assets, Utility Billing, Cash Receipting, Miscellaneous Billings and Business License/Meals Taxes/Lodging Taxes.
The City is generally flexible on the implementation timeline; however, personal property, and real estate tax assessment systems are urgent needs. It is the City's desire to implement property tax/ utility billing/ and cash receipting immediately.
The City must comply with ever-changing laws, mandates and regulations regarding our handling of financial transactions, particularly payroll matters and regulations. Any new software should be able to accommodate all current software needs as well as any future requirements by Federal or State Government and / or other affiliated agencies.

The City desires a Microsoft Windows Server environment and SQL-bases software.
The vendor must specify whether the proposed system operates on customer owned, on-site hardware or a hosted, cloud-based hosting operating environment or both. The decision as to whether to utilize a hosted vs on-site system solution,will be secondary to the functionality of the system selected.
