BULK WASTE COLLECTION SERVICE: Please call Central Virginia Waste Management Authority's Collection Hotline at (804)340-0900 or visit https://cvwma.com/cvwma-locations/colonial-heights/ to process a Bulk Waste collection. Bulk Waste items include furniture, water heaters, appliances, and any other bagged household waste that cannot fit in your trash cart. The amount of bulk waste must be able to fit in the bed of a regular sized pickup truck. Bulk Waste service requests must be processed by 2:00pm on the Tuesday before regularly scheduled trash collection. There is no additional charge for this service.
Appliances that contain Freon (refrigerators, freezers, air conditioners) require special handling. You must pay a $10 fee for the safe removal of the Freon prior to pickup. Submit your fee to the City of Colonial Heights Billing and Collections Office. Put the receipt in a zip top bag and place it inside the appliance on the day of collection.
Collection of large amounts of bulky material (or more than would fit into a pickup truck) must be arranged in advance. A fee may be charged. Collection may occur on a day that is different from your regular collection day. For more information visit www.cvwma.com.

City drainage maintenance is limited to flood control and prevention. As such, City drainage maintenance is restricted to removing major obstructions from drainage areas, basin cleaning and shoulder maintenance. Most drainage areas (creeks, easements, etc) are located on private property and are owned by the adjoining home or property owner. As a result, vegetation, erosion control, and removing obstructions are the responsibility of the individual property owner.

The City is responsible for the trimming/pruning and removal of dead trees located in City right-of-ways. The City Code, Chapter 262: TREES (section 262-3) states: It shall be unlawful for any private individual, contractor or firm to trim, cut or remove any tree which is within the public right-of-way, or the trunk of which is within the right-of-way, without first having obtained a permit from the City Manager.

The City is responsible for repairing sidewalks, curbs and gutters located in the public right of way. After receiving a report of damage, a supervisor will inspect the area and place the damaged location on a priority schedule. Due to limited funding, we are only able to repair a limited number of sites every year. Repairs are prioritized by a number of important factors, including the extent of damage and the site's proximity to schools, churches, and other public buildings. Of course, especially hazardous sites are repaired immediately. If you would like to know where your request is on the schedule, please call the number listed above. If you believe the damage is due to a City owned tree, please be sure to notify us. If tree roots are causing the damage, the City's Tree Inspector will first assess the situation to determine a course of action (root pruning, removal, etc.). Because the City takes great pride in its trees, the tree in question will not be automatically removed. Each situation must be evaluated individually to determine the best approach.

PLEASE NOTE: The City does not maintain the overhead street lights. The City will report an outage of a street light to Dominion VA Power as a courtesy to citizens that report the outage to the City. Residents are encouraged to report any street light outage directly to Dominion VA Power by calling 1-888-667-3000. Follow prompt 1, and then prompt 2. When reporting an outage directly to Dominion VA Power, please provide the pole number of the light that is out. This pole number is found on the side of the pole. This pole number is essential when reporting any outage.
