Colonial Heights City Council Special Meeting
Tuesday, March 17, 2020, 5:45 p.m.
City Hall, 201 James Avenue, Colonial Heights, VA
The City of Colonial Heights City Hall, which is closed to the public during regular operating hours on Tuesday, March 17, will be re-opened for the Colonial Heights City Council Special Meeting beginning at 5:45 p.m. on March 17.
The 5:45 p.m. start time is modified from the original 5:30 p.m. start time. At tonight’s meeting, City Council will consider amending the previously planned meeting agenda to consider only the following agenda items:
- Resolution NO. 20-17: Consenting to and confirming the declaration of a local emergency by the Director of Emergency Management.
- Discussion on the advertisement of the Real Property Tax Rate for 2020 and 2021.
- Per Code of Virginia Section 58.1-3321, the City must advertise and hold a public hearing for a “tax rate increase” when the general real property reassessment results in an increase greater than 1%. The Code mandates that the advertisement be at least 30 days prior to the public hearing and specifies the language of the advertisement.
- This item is not the public hearing, on the real property tax, which will be held on April 28, 2020..
- City staff recommends advertising the proposed real property tax rate at $1.20 per $100 of assessed value, the same as the current rate.
- Advertised Public Hearing for Ordinance NO. 20-10: (First Reading) To adopt a revised General Pay Plan Class and Salary Range that adds a new Animal Control Supervisor position and a new Emergency Communications Center Manager position along with corresponding job descriptions.
If you plan to attend tonight’s City Council meeting, please observe social distancing by spreading out among the available seating in the Council Chambers at City Hall.
March 16, 2020-Update (City Offices & Buildings Closed to the Public on Tuesday, March 17, 2020)
- City of Colonial Heights City offices and buildings will be closed to the public on Tuesday, March 17, 2020. City staff will still be reporting to work on Tuesday, March 17, 2020. For questions or assistance with City services, please call City offices as listed on the City website, colonialheightsva.gov.
- Please be sure to practice rigorous personal hygiene to fight against spread of viruses, including frequent hand washing with antibacterial soap for at least 20 seconds. Avoid touching your face and always cover coughs and sneezes to minimize airborne pathogens, and stay home if you are sick.
- Colonial Heights Courthouse will be closed on Tuesday, March 17 and Wednesday, March 18, 2020.
- The City Manager issued a local emergency declaration today, which requires confirmation by the City Council.
- Emergency Management staff coordinated a meeting earlier today of City Departments to discuss emergency response planning. Departments are working on planning for response based on different severity levels of the COVID-19 situation.

- Colonial Heights Public Library meeting rooms are closed as of today.
- Facility Cleaning update: Additional facility cleaning is ongoing for City Buildings.
March 15, 2020 - Update
- City of Colonial Heights City offices and buildings will be closed to the public on Monday, March 16, 2020. City staff will be engaging in emergency management planning in response to COVID-19, and conducting additional cleaning. City Staff will still be reporting to work on Monday, March 16. - The Colonial Heights Senior Center has suspended all senior activities at the center until further notice. Senior Transportation will operate on its normal schedule at this time.
March 13, 2020 – Afternoon update
- Colonial Heights Public Schools have announced a closure from March 16 – March 27, 2020.
- The City of Colonial Heights Recreation & Parks Department has suspended all youth athletics until further notice and has canceled programs that meet in a Colonial Heights Public School through the end of March.
