NOTICE OF PUBLIC HEARINGS
CITY OF COLONIAL HEIGHTS, VIRGINIA


Notice is hereby given to all persons affected or interested that at the Colonial Heights City Council meeting to be held at 7:00 p.m. on Tuesday, June 12, 2018, in Council Chambers of City Hall, 201 James Avenue, Colonial Heights, Virginia, the City Council shall hold public hearings to accept comments on the following:

AN ORDINANCE NO. 18-21
Amending § 245-23 of City Code Chapter 245, Stormwater Management, by charging a monthly $4.00 stormwater utility fee on owners or tenants of all developed real property in the City. This represents an increase of $2.00 to match the City’s current Equivalent Residential Unit (ERU) cost.

AN ORDINANCE NO. 18-22
Amending §§ 277-4 and 277-8 of City Code Chapter 277, Water, by increasing the turn-on fee from $10 to $25; the extension fee from $5 to $10; and the administrative fee from $25 to $50, and eliminates after hours reconnection service, and increases the required security deposit for tenants from $100 to $150.

AN ORDINANCE NO. 18-23
Amending § 98-23 of City Code Chapter 98, Animals, by significantly increasing licensing fees for unneutered or unspayed dogs and cats, neutered or spayed dogs and cats, and kennels.

AN ORDINANCE NO. 18-24
Amending § 114-1 of City Code Chapter 114, Checks, Fraudulent, by increasing the fee from $35 to $50 for a returned check; amending § 193-4 of City Code Chapter 193, Massage Clinics, by increasing from $150 to $200 the fee for a certified massage therapist permit; and amending § 244-10 of City Code Chapter 244, Solid Waste, by specifying that the charge for the City to cut and remove grass or weeds on non City-owned property shall be determined by competitive bidding prior to each growing season, and to such charge shall be added a $30 administrative fee.

AN ORDINANCE NO. 18-25
Amending §§ 244-13, 244-14, 244-14.1, 244-15, 244-16, 244-17, 244-18, 244-19, 244-20, and 244-21 of Chapter 244, Solid Waste, of the Colonial Heights City Code; and adding a new section numbered 244-19.1 to such Chapter. This ordinance removes references to the City Transfer Station, which no longer exists; and places with the Director of the Department of Planning and Community Development the enforcement of certain sections in Chapter 244. Also, the ordinance changes the definition of “solid waste”; and makes certain terminology more uniform among the affected sections; and specifies that after collection of their contents, solid waste cans and recycling cans must be removed from the City right-of-way and located behind the front plane of each property’s residence or business by 7:00 p.m. of the day after collection. The ordinance also provides that in certain instances, solid waste and recycling cans may be placed for collection near or in an alley in the rear of a property.

A copy of the proposed ordinances are on file for public examination during regular business hours in the City Clerk’s Office in City Hall, 201 James Avenue, Colonial Heights, Virginia and on the City’s website www.colonialheightsva.gov. All persons affected or interested are invited to be present at the public hearings of the City Council, to be held at the time and place stated above, when an opportunity will be given for them to be heard.
