Reading of Manner of Addressing Council.

ANY MEMBER OF THE PUBLIC addressing the Council shall approach the lectern, give his name and address in an audible tone of voice for the record, AND ADDRESS THE COUNCIL AS A BODY RATHER THAN SPEAK TO ANY MEMBER. Unless further time is granted by the Council, ANY MEMBER OF THE PUBLIC shall address the Council for a maximum of five (5) minutes, regardless of the number of issues he desires to discuss. PROVIDED however, that the main proponent of any application, petition, or plan that is the subject of a public hearing shall be allowed to address the Council initially for a maximum of ten (10) minutes and later in rebuttal for a maximum of three (3) minutes.

Approving and adopting the City of Colonial Heights Fiscal Years 2019-2023 Capital Improvement Plan, as amended.

AN ORDINANCE NO 18-27

(First Reading) To approve a special use permit to PI Tower Development, LLC allowing a 190 foot monopole tower (199 feet with appurtenance) with associated 50’ x 50’ fenced compound to be installed on a 3.425 acre parcel located between 1024 and 1025 Taylor Lane which is owned by Patricia Szafranski; such parcel also being known by parcel identification number 65010000007.

A.

AN ORDINANCE NO 18-28

(First Reading) Awarding the Information Systems Coordinator a 6% bonus and awarding the Recreation Superintendent a 5% bonus.

B.

AN ORDINANCE NO 18-FIN-13

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2018 and ending June 30, 2019, to increase appropriations in the aggregate amount of $18,545, consisting of 1) $16,495 in additional state revenue from the Compensation Board for the Commonwealth Attorney resulting from the reclassification of two positions; and 2) $2,050 in donations to the animal shelter.
To amend existing Capital Projects’ budgets as previously adopted by Council, by appropriating a net $422,735 by 1) appropriating $1,340,000 for four school capital projects and associated debt issuance costs; and 2) reducing appropriations by $917,265 to $0 for projects where current appropriations exceed available funding.
