A PROCLAMATION

Designating August 17, 2017 as Coats Disease Awareness Day in the City of Colonial Heights, Virginia.

Reading of Manner of Addressing Council.

ANY MEMBER OF THE PUBLIC addressing the Council shall approach the lectern, give his name and address in an audible tone of voice for the record, AND ADDRESS THE COUNCIL AS A BODY RATHER THAN SPEAK TO ANY MEMBER. Unless further time is granted by the Council, ANY MEMBER OF THE PUBLIC shall address the Council for a maximum of five (5) minutes, regardless of the number of issues he desires to discuss. PROVIDED however, that the main proponent of any application, petition, or plan that is the subject of a public hearing shall be allowed to address the Council initially for a maximum of ten (10) minutes and later in rebuttal for a maximum of three (3) minutes.

A.

AN ORDINANCE NO 17-FIN-11

(Second Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the amount of $11,203,669 from bond proceeds derived from the issuance of the Series 2016 bonds in October 2016.

AN ORDINANCE NO 17-FIN-12

(Second Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2017 and ending June 30, 2018, to appropriate funds in the amount of $62,875, which consists of $49,975 in grant proceeds from the Cameron Foundation for a structural study of the Violet Bank Museum, and $12,900 in grant proceeds from the Virginia Department of Conservation and Recreation to be used for the Youth Conservation Corps Day Program at Pocahontas State Park.

Introduction and Consideration of Ordinances and Resolutions

A.

AN ORDINANCE NO 17-FIN-13

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2017 and ending June 30, 2018, to increase and reallocate appropriations in the aggregate amount of $16,022 for the purposes of 1) increasing the budget for Constitutional Office recoveries to be in line with state estimates; 2) to distribute salaries and benefits for the 2% cost of living adjustment as of January 1, 2018 approved as part of the adopted FY2017-2018 budget; and 3) to move $65,000 of operating capital funds from the Registrar's budget to the Recreation Department for renovation of seating in Shepherd Stadium.
To amend the Capital Projects Budget for the fiscal year beginning July 1, 2017 and ending July 1, 2018 to appropriate anticipated state funds for the Conduit/ Ellerslie Intersection Project (50% state match) and to reallocate unused capital appropriation from the Development Projects to the Animal Shelter.
B.

AN ORDINANCE NO 17-FIN-14

(First Reading) To amend the Capital Projects Budget for the fiscal year beginning July 1, 2017 and ending July 1, 2018 to transfer funds in the aggregate amount of $142,323 from the Courts Building Construction Project and Development Project to the Gateway Roundabout Project.

AN ORDINANCE NO 16-29

(Second Reading) To amend and reordain §§ 286-200, 286-518.04, 286-518.05, and 286-530.24 of Chapter 286 of the Colonial Heights City Code, relating to the parking or storage of recreational vehicles, campers, commercial vehicles, utility trailers, boats, and tractor-trailers in certain zoning districts.
