Closed meeting pusuant to the Code of Virginia in accordance with the following provisions:

  • Paragraph A.1 of Virginia Code Section 2.2-3711, to discuss appointments to the Appomattox River Water Authority and South Central Wastewater Authority.
  • Paragraph A.3 of Virginia Code Section 2.2-3711, to discuss or consider the acquisition of real property at 401 Temple Avenue (the site of the former Courthouse) for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body.
  • Paragraph A.7 of Virginia Code Section 2.2-3711, to consult with legal counsel employed by a public body regarding a specific legal matter - the possible issuance of bonds by the Colonial Heights Economic Development Authority - requiring the provision of legal advice by such counsel.

Vote to come back into open meeting.

The Council has been in a closed meeting pursuant to the Code of Virginia in accordance with the following provisions:

  • Paragraph A.1 of Virginia Code Section 2.2-3711, to discuss appointments to the Appomattox River Water Authority and South Central Wastewater Authority.
  • Paragraph A.3 of Virginia Code Section 2.2-3711, to discuss or consider the acquisition of real property at 401 Temple Avenue (the site of the former Courthouse) for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body.

Consideration of the following certification:

Each member will now certify that to the best of the member's knowledge (i) only public business matters lawfully exempted from open meeting requirements of the act and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the meeting by the public body.  Any member who believes there was a departure from the requirements of clauses (i) and (ii), shall so state prior to the vote, indicating the substance of the departure that, in his judgment, has taken place.

Roll Call.  An affirmative vote shall constitute certification of compliance.

AN ORDINANCE NO 17-FIN-11

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the amount of $11,203,669 from bond proceeds derived from the issuance of the Series 2016 bonds in October 2016.
B.

AN ORDINANCE NO 17-FIN-12

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2017 and ending June 30, 2018, to appropriate funds in the amount of $62,875, which consists of $49,975 in grant proceeds from the Cameron Foundation for a structural study of the Violet Bank Museum, and $12,900 in grant proceeds from the Virginia Department of Conservation and Recreation to be used for the Youth Conservation Corps Day Program at Pocahontas State Park.

C.

A RESOLUTION NO 17-36

Authorizing the City Manager to accept a grant from the Cameron Foundation for improvements to the Violet Bank Museum.

D.

A RESOLUTION NO 17-37

Authorizing the City Manager to enter into a VDOT Administered – Locally Funded Project Administration Agreement with the Virginia Department of Transportation for enhancements at the I-95/Temple Roundabout Interchange.
