Reading of Manner of Addressing Council.

ANY MEMBER OF THE PUBLIC addressing the Council shall approach the lectern, give his name and address in an audible tone of voice for the record, AND ADDRESS THE COUNCIL AS A BODY RATHER THAN SPEAK TO ANY MEMBER. Unless further time is granted by the Council, ANY MEMBER OF THE PUBLIC shall address the Council for a maximum of five (5) minutes, regardless of the number of issues he desires to discuss. PROVIDED however, that the main proponent of any application, petition, or plan that is the subject of a public hearing shall be allowed to address the Council initially for a maximum of ten (10) minutes and later in rebuttal for a maximum of three (3) minutes.

AN ORDINANCE NO 16-29

(First Reading) To amend and reordain §§ 286-200, 286-518.04, 286-518.05, and 286-530.24 of Chapter 286 of the Colonial Heights City Code, relating to the parking or storage of recreational vehicles, campers, commercial vehicles, utility trailers, boats, and tractor-trailers in certain zoning districts.
B.

AN ORDINANCE NO 17-8

(Second Reading) To amend § 286-312.04 of Chapter 286, Zoning, of the City Code, by adding a cultural service use type to the permitted uses under civic use types in the IN Industrial District.

A.

AN ORDINANCE NO 17-FIN-9

(Second Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the aggregate amount of $411,689, which consists of $50,000 from Contingency to Reserve – Bus to reserve money for bus services provided by the Petersburg Area Transit for FY2017-18; $15,840 from Contingency to Fire in grant matching funds for the purchase of a Stryker Power Load stretcher; a $3,349 grant received from the Department of Criminal Justice Service; and $342,500 in proceeds from the sale of the former Courthouse. To amend the Capital Improvement Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the aggregate amount of $342,500 for the Conduit/Ellerslie Intersection from General Funds transfers.
B.

AN ORDINANCE NO 17-FIN-10

(Second Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the amount of $20,340 from The Financial Assistance for Emergency Medical Services Grants Program, known as the Rescue Squad Assistance Fund (RSAF).  This grant will be used to purchase (1) Stryker Stretcher/Load System.

Approving the Fourth Amendment to the 1964 Service Agreements Between the Appomattox River Water Authority and its participating jurisdictions.

A RESOLUTION NO 17-31

Authorizing the City Manager to execute Special Project Service Agreements with the Central Virginia Waste Management Authority for Disaster Recovery Services and Professional Debris Monitoring Services.

C.

A RESOLUTION NO 17-32

Authorizing signatures of certain officers to appear on checks of various accounts of the City of Colonial Heights, Virginia, effective July 12, 2017; and to repeal Resolution No. 17-10.
