Reading of Manner of Addressing Council.

ANY MEMBER OF THE PUBLIC addressing the Council shall approach the lectern, give his name and address in an audible tone of voice for the record, AND ADDRESS THE COUNCIL AS A BODY RATHER THAN SPEAK TO ANY MEMBER. Unless further time is granted by the Council, ANY MEMBER OF THE PUBLIC shall address the Council for a maximum of five (5) minutes, regardless of the number of issues he desires to discuss. PROVIDED however, that the main proponent of any application, petition, or plan that is the subject of a public hearing shall be allowed to address the Council initially for a maximum of ten (10) minutes and later in rebuttal for a maximum of three (3) minutes.

AN ORDINANCE NO 17-24

(First Reading) To grant a special use permit to Precision Cell to allow for a 160-foot flush-mount monopole communications tower, a 6-foot lightning rod at the top of the tower, and a 2,213 square foot compound at the base of the tower for the placement of radio communications equipment; to be located on City property adjacent to the tennis courts on Lake Avenue at Springdale Avenue (Parcel ID No. 08000100010).

LEASE AGREEMENT WITH PRECISION CELL

Consideration of a Lease Agreement with Precision Cell to allow for a communications tower, an antenna, and a base compound on City property off Lake and Springdale Avenues.

Introduction and Consideration of Ordinances and Resolutions

A.

AN ORDINANCE NO 17-FIN-9

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the aggregate amount of $411,689, which consists of $50,000 from Contingency to Reserve – Bus to reserve money for bus services provided by the Petersburg Area Transit for FY2017-18; $15,840 from Contingency to Fire in grant matching funds for the purchase of a Stryker Power Load stretcher; a $3,349 grant received from the Department of Criminal Justice Service; and $342,500 in proceeds from the sale of the former Courthouse. To amend the Capital Improvement Budget for the fiscal year beginning July 1, 2016 and ending June 30, 2017, to appropriate funds in the aggregate amount of $342,500 for the Conduit/Ellerslie Intersection from General Funds transfers.
